The Challenge of Helping Low-Income Fathers Support Their Children

Final Lessons from Parents’ Fair Share
2001. Cynthia Miller, Virginia Knox.

Policy debates about child poverty and welfare reform, which once focused almost exclusively on single mothers and their children, have in recent years begun to train the spotlight on fathers. Parents' Fair Share (PFS) was the first national demonstration program aimed at increasing the child support payments, employment and earnings, and parental involvement of noncustodial fathers with children receiving welfare. MDRC, which managed and evaluated PFS, has published a series of reports examining the program's impacts on fathers' and families' outcomes. By integrating these findings and drawing out their implications, this final monograph aims to help policymakers and program administrators apply the lessons learned from the PFS experience to the new generation of "fatherhood" programs.
