This final report on Vermont's statewide welfare reform experiment, the Welfare Restructuring Project (WRP), highlights the successes of the state's relatively gentle approach to reforming welfare during the 1990s. WRP provided recipients with modest earnings supplements, and it required them to work after receiving benefits for a prescribed maximum period. It also offered job search assistance and - for enrollees who could not find a regular job - subsidized, minimum-wage community service positions. Taking advantage of the study's random assignment design, the MDRC research team found that WRP raised employment, decreased welfare spending, and saved the government money over a six-year period. The findings are particularly germane in the context of Congressional deliberations about whether to continue giving states broad flexibility to design their own welfare approaches or to make them subject to tighter federal requirements.
