Assignment to a community service job (CSJ) is the most common placement for welfare recipients participating in Wisconsin Works (W-2), Wisconsin’s Temporary Assistance for Needy Families program. Serving as one “tier” of employment activity designed to help people make a transition from welfare to work, CSJs are intended to develop work habits and skills in individuals who might not be ready for regular employment, while also providing cash benefits and other supports. This report examines the implementation of W-2’s CSJ component during the program’s first three years of operation, showing, among other things, how the definitions of “work experience” evolved among W-2 worksites. It describes the respective roles played by worksite coordinators and case managers in the supervision of CSJ assignments and why it is important that the people in charge be in close communication with one another. It also documents the need — despite many challenges — to carefully monitor CSJ participation in order to achieve two main aims: ensure that welfare recipients receive the services intended to improve their employability and address barriers to participation.
