Case Studies of How Urban School Systems Improve Student Achievement

Some of the nation's fastest improving urban school systems are raising overall academic performance while reducing achievement gaps among students of different racial groups. But instead of taking a school-by-school approach, they are tackling education reform on a districtwide basis. Key to their success, according to an exploratory study conducted by MDRC for the Council of the Great City Schools, are stable leadership, centrally coordinated changes in curriculum and instruction, and data-driven accountability. This report from the study is based on a comparison of practices in school systems that have improved performance citywide and systems that have not yet seen major gains. The findings provide new evidence that big-city school districts can boost student achievement in ways that help realize the goals of the No Child Left Behind Act of 2001.
