Five-Year Results of a Program to Reduce Poverty and Reform Welfare

This rigorous long-term evaluation of an innovative program in Milwaukee reveals that building a safety net of financial supports for low-income parents who work helped reduce poverty and improved the well-being of their children. Parents participating in the New Hope program who received help finding employment, an earnings supplement, and subsidized health care and child care worked more and earned more than parents in a control group, with gains from the program persisting two years after the benefits ended. Children of New Hope parents were reported to have performed better on several measures of academic achievement, and they exhibited more positive social behavior. With improving the well-being of children the overarching purpose of federal welfare legislation, New Hope’s lasting effects on children have special relevance to the redesign of the nation’s income support system.
