  Wallace came to MDRC in 1986 to open its regional office in California. He has worked in various capacities on numerous MDRC projects, including employment and training programs, welfare-to-work programs, education projects, technical assistance activities, and demonstrations targeted at low-wage and unemployed workers, disadvantaged youth, and teen parents. He played a lead role in developing MDRC’s community employment initiatives in public housing and inner-city neighborhoods. Wallace currently serves as a primary liaison with Congress, federal agencies, national public interest groups, and California state and local agencies for MDRC's work related to low-wage workers and communities, welfare, and children and families. He has coauthored several MDRC reports and papers and has testified before Congress and the California legislature. Before joining MDRC, he served as Assistant Director for the National Commission for Employment Policy. He was also Director of Human Services for San Mateo County, California, where he oversaw the county's employment and training programs, welfare reform projects, veterans' programs, and community-based programs. Wallace received a Ph.D. in English language and literature from the State University of New York at Stony Brook in 1975.
