Emily Pelles

Kowall is a research analyst in the Families and Children policy area. Currently, Kowall supports the Head Start Connects project, which examines how Head Start programs coordinate family support services. In her role on the implementation research team for the Get Ready Guilford Initiative, she evaluates a community-wide initiative that aims to build a connected system of care for families of young children. Kowall holds a bachelor’s degree in political science and a master’s degree in public policy.
