Schell is a statistical programmer with expertise in data visualization, social network analysis, and geographic information systems (GIS). Her work at MDRC focuses on housing and community initiatives, such as the U.S. Department of Housing and Urban Development’s Rent Reform Demonstration, which alters the rules of the Housing Choice Voucher Program to allow working voucher holders to retain more of their earnings, and the New Communities Program, which investigates how community organizations work together to improve local conditions in several Chicago neighborhoods. Before joining MDRC, she worked with technology start-ups as a freelance data and GIS consultant and was a research scientist at the City of New York Human Resources Administration.  Schell earned a master’s degree in public health from the Columbia University Mailman School of Public Health and a BA in anthropology and architecture from Washington University in St. Louis.
