Design Options for Home Visiting Evaluation
The Design Options for Home Visiting Evaluation (DOHVE) project provided an opportunity to understand and strengthen evidence-based home visiting services through rigorous evaluation, performance monitoring, and data-driven decision making.
JBA’s support for DOHVE began in 2010 with its work on the design of the national evaluation of the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV). We also helped MIECHV state and territory grantees develop performance measurement plans, lay a foundation for continuous quality improvement, and design evaluations.
Under a second DOHVE contract beginning in 2016 that focused on evaluation technical assistance, we continued to build grantee capacity to expand the evidence base on home visiting, strengthen programs, and share knowledge. We collaborated with grantees to develop meaningful evaluation plans; facilitate evaluation implementation; and identify opportunities to disseminate findings through journals, briefs, webinars, and other channels. We also supported state-tribal coordination to provide home visiting services, collect data, and meet federal performance measurement requirements. These efforts helped tribal nations safeguard the privacy of their members while ensuring states and tribes have data to improve and sustain services. Other work included building grantee capacity to plan and conduct pay for outcomes initiatives and assessing community readiness for adding or expanding home visiting services.
