When COVID-19 upended normal operations at STRIVE, a workforce development nonprofit founded in New York, the Center for Applied Behavioral Science at MDRC documented the agency’s real-time innovations that allowed it to continue serving clients during the crisis. A Feasibility Study of the Bridges to Pathways Program
In a program to reduce criminal justice involvement, participants received mentoring, case management, subsidized internships, and the opportunity to earn a high school credential. The program reduced the arrest rate for felonies and violent crimes but did not affect overall rates of arrest or incarceration, educational or training certification, or employment.
The Experience of a New Program for Young People Involved in the Juvenile Justice System
STRIVE International engaged MDRC to help the organization improve a new program model aimed at increasing educational attainment and employment of young adults involved in the juvenile justice system. Findings from the Changing Attitudes and Motivation in Parolees Pilot Study
A training program for parole officers in Dallas, Denver, and Des Moines sought to address the persistently high recidivism rates among individuals leaving prison. This study’s results show that officers generally already knew many of the curriculum’s concepts, and changes to their practices were limited.
Lessons from the Replication of the Center for Employment Opportunities
An earlier MDRC evaluation found that the original Center for Employment Opportunities transitional jobs program reduced the rates at which important subgroups of participants committed new crimes or were reincarcerated. The current evaluation finds that five new replication programs have implemented the model faithfully.
Two-Year Impact Report
RExO increased the number and types of services received by participants and improved their self-reported labor market outcomes as well. But there is little evidence it had any impacts on recidivism or other outcomes. Further, the impacts on employment, while statistically significant, are quite small in practical terms.
MDRC is learning what programs work best to prevent at-risk youth from getting in trouble, help juvenile offenders turn their lives around, and give reentering prisoners the chance to get a foothold in the labor market and reduce their chances of rearrest.
Subsidized employment programs provide jobs to people who cannot find employment in the regular labor market and use public funds to pay all or some of their wages. Part of our “Looking Forward” series, this policy memo describes how these programs may be part of the answer for the long-term unemployed in the aftermath of the Great Recession.
Final Results of the Hard-to-Employ Demonstration and Evaluation Project and Selected Sites from the Employment Retention and Advancement Project
Launched in 2005 by the Departments of Labor and Justice, the Reintegration of Ex-Offenders initiative provides funding to 24 grantees to strengthen urban communities affected by high numbers of reentering prisoners. This report provides findings from an implementation study; an impact study is expected in 2014.
