The Behavioral Interventions to Advance Self-Sufficiency (BIAS) project launched an intervention in California to engage families in a welfare-to-work program and another intervention in New York to encourage low-income single adults without dependent children to attend a meeting about an earnings supplement program intended to provide an incentive to work.

This project builds on NYC’s earlier experiment with a conditional cash transfer program to reduce poverty and improve education, health, and employment outcomes. It tests a revised model in the Bronx and Memphis, adding family guidance to modified incentives paid more frequently. Early implementation findings suggest deeper family engagement.
MDRC is learning what programs work best to prevent at-risk youth from getting in trouble, help juvenile offenders turn their lives around, and give reentering prisoners the chance to get a foothold in the labor market and reduce their chances of rearrest.

Part of our “Looking Forward” series, this policy memo describes some promising college readiness programs that can provide students with the skills they need to successfully complete college, but cautions that more evidence is needed.
Implementation and Final Impacts of the Work Advancement and Support Center (WASC) Demonstration
WASC sought to increase the incomes of low-wage workers by stabilizing employment, improving skills, increasing earnings, and easing access to work supports. The program increased workers’ receipt of work supports. In the two sites that eased access to funds for training, WASC increased the receipt of certificates and licenses and increased earnings in the third year.
