Effects of New Jersey’s Criminal Justice Reform
In 2017, New Jersey implemented sweeping changes to its pretrial justice system. This report is one of a planned series on the impacts of those changes. It describes how the reforms affected short-term outcomes including arrests, complaint charging decisions, release conditions, and initial jail bookings.
This research report evaluates tools for assessing skills that are important predictors of the reading gap that may emerge in later years. It reviews the measures on a set of logistical and psychometric criteria relevant for three purposes: identifying delays; measuring individual differences and change; and informing teaching and learning.
