Can sector-focused training help low-income adults?

Why are we asking?
The wages and earnings of low-income workers have been stagnant or declining in real terms for approximately 35 years. Nationwide, the labor market-driven growth of the low-wage workforce has become a major issue for both the business community and the public. Recent randomized controlled evaluations of both sector-based initiatives and job retention and advancement initiatives have yielded evidence of strategies that may be effective in improving job stability and increasing earnings. The WorkAdvance program combines the most successful features of these programs and can be viewed as a component of a career pathways approach.
